Yes, for travellers who apply normal city awareness — stay in the neighbourhoods above, use Uber or Bolt after dark, don't wander unfamiliar areas alone at night. Central tourism areas (V&A Waterfront, Camps Bay, Kloof Street) are actively policed.
Four full days covers Table Mountain, Robben Island, Cape Peninsula, the Winelands and the V&A. Five to seven days lets you add Hermanus (whales), Hout Bay and a slower Winelands base.
